Meta Strategy Adjustment: Is It Time to Bottom Fish?
Amid widespread discussions about an AI bubble, Trump has aggressively doubled down on AI investments.
On November 24, 2025, U.S. President Trump signed an executive order at the White House titled the "Genesis Mission," elevating the AI race to the level of the Manhattan Project.
This is an AI experimental platform that integrates existing resources from U.S. national laboratories. The platform will consolidate high-performance computing resources, AI modeling and analysis frameworks, computational tools, domain-specific foundational models, and secure access to datasets.
Notably, since the beginning of this year, the United States has been increasingly active in the AI sector. On January 21, Trump announced at the White House that the U.S. would open an Artificial Intelligence Research Center, and that Japan's SoftBank Group and U.S.-based Oracle would jointly invest $500 billion to promote the development of America's AI infrastructure.
Notably, overnight, the Trump administration also began turning its attention to robotics. The market views robotics as undoubtedly the strongest edge AI in the future. The substantial expenditures on large models and computing power in the U.S. are expected to complete a commercial closed loop, transforming from "investment items" to "revenue items," through Robotics and Robotaxis.
What does the Genesis Plan encompass?
Under the 'Genesis Plan,' the Department of Energy will create a closed-loop AI experimental platform, integrating U.S. supercomputers and data assets to generate foundational scientific models and provide power for robotics laboratories.
At the core of the plan is the construction of the 'U.S. Science and Security Platform,' which will consolidate three key types of resources:
World-class computing power:The integration of supercomputers from the 17 national laboratories under the Department of Energy, such as the Frontier system at Oak Ridge National Laboratory, along with collaboration with companies like NVIDIA and AMD to deploy next-generation AI supercomputing clusters.
Unique data resources:The opening up of massive scientific datasets accumulated over decades by the U.S. government, covering fields such as nuclear physics, materials science, and biomedicine. These high-quality, rigorously verified datasets are considered a 'gold mine' for training scientific AI models.
Automated experimental facilities:Connect robotics labs and advanced manufacturing facilities capable of executing 'AI commands' to enable automatic verification and production from digital models to physical experiments.
Currently, the U.S. Department of Energy's official website has listed the first group of companies participating in the program:

In the AI era, which companies are worth watching?
Amid the digital economy and AI wave,The 'Four Powers'—computing power, transport power, storage power, and electrical power—jointly form the physical foundation and core driving force of the artificial intelligence industry. NiuNiu has also compiled a list of 50 key companies across these four domains in the AI era for investors' reference:

⚡️ Computing Power: The 'Brain Engine' of AI
Core Carrier:Responsible for data processing, model training, and inference. Includes companies engaged in chip design, manufacturing (outsourcing), server assembly, and cloud computing giants.
Strategic Value: Computing power is the driving force behind AI, directly determining the efficiency of model training, the speed of inference, and the upper limit of intelligence. It serves as the core productivity that transforms data into intelligence.
Key Companies:
Chip Design/Equipment: $NVIDIA (NVDA.US)$ 、 $Broadcom (AVGO.US)$ 、 $Advanced Micro Devices (AMD.US)$ 、 $ASML Holding (ASML.US)$ 、 $Arm Holdings (ARM.US)$ ;
Electronics manufacturing services: $Celestica (CLS.US)$ 、 $Flex Ltd (FLEX.US)$ 、 $Fabrinet (FN.US)$ 、 $Sanmina (SANM.US)$ ;
Hyperscale Cloud: $Alphabet-A (GOOGL.US)$ 、 $Microsoft (MSFT.US)$ 、 $Amazon (AMZN.US)$ 、 $Oracle (ORCL.US)$ ;
High-performance computing: $IREN Ltd (IREN.US)$ 、 $TeraWulf (WULF.US)$ 、 $Cipher Digital (CIFR.US)$ 、 $Hut 8 (HUT.US)$ 。
🚀 Transport Capacity: The 'Data Arteries' of AI
Core Medium: Optical modules, fiber optic cables, high-speed communication equipment.
Strategic Value: Transport capacity determines the bandwidth and latency of data throughput. In cluster computing, transport capacity is key to connecting isolated computational resources and enabling efficient parallel processing, directly impacting the response speed and system stability of AI implementations.
Core Companies:
Optical/Optical Modules: $Lumentum (LITE.US)$ 、 $Applied Optoelectronics (AAOI.US)$ 、 $Astera Labs (ALAB.US)$ 、 $Coherent (COHR.US)$ 、 $Semtech (SMTC.US)$ ;
Network Equipment: $Credo Technology (CRDO.US)$ 、 $Arista Networks (ANET.US)$ 、 $Amphenol (APH.US)$ 、 $Ciena (CIEN.US)$ 。
💾 Storage: The 'Resource Pool' of AI
Core Medium: HBM (High Bandwidth Memory), DRAM, NAND Flash.
Strategic Value: Storage is not only the destination for data but also the 'supply station' for computing power. High-performance storage can break through the 'memory wall,' ensuring that massive amounts of data are instantly accessible to computing resources, which is a prerequisite for maximizing computational performance.
🔋 Electricity: The "Energy Foundation" of AI
Core Medium: Power distribution equipment, smart grids, nuclear power, etc.
Strategic Value: AI is an "electricity-guzzling behemoth." Electricity not only determines the operating costs of AI data centers but also defines their sustainability and scalability. Stable and affordable electricity is the fundamental guarantee for the long-term development of the AI industry.
Key Companies:
Batteries/Energy Storage: $Eos Energy (EOSE.US)$ 、 $Solid Power (SLDP.US)$ 、 $Fluence Energy (FLNC.US)$ ;
Summary
In the second half of AI development, the focus shifts to 'hardware' capabilities. Against this backdrop, investors should not limit their attention to models alone but instead concentrate on the physical infrastructure that supports this vast ecosystem. Computing power determines the upper limit of intelligence, transport capacity ensures the efficiency of clusters, storage capacity breaks through data bottlenecks, and electrical power holds the key to the industry's lifeline.
