On November 16, the gaming sector in the Hong Kong stock market strengthened in the afternoon, with xd inc ($XD INC (02400.HK)$Once surged nearly 14%, CMGE ($CMGE (00302.HK)$Netease$NTES-S (09999.HK)$Once surged over 6%, Tencent Holdings ($TENCENT (00700.HK)$) and other follow-up increases.
On the news front, according to media reports, as disclosed by multiple insiders of gaming companies, game permits may resume approval in the near future.
In response to this, an insider at NetEase told Yinishi Finance that there is indeed a relaxation in permit approvals internally, and the specific time may be after the Chinese New Year.
It is reported that the so-called game permit refers to the approval document issued by the National Press and Publication Administration for the operation of related games. Without obtaining a permit, games will not be allowed to open recharge functions, and game developers will also be unable to profit from it.
Game permit issuance has been halted for nearly four months
According to the official website of the National Press and Publication Administration, the last approval information was announced on July 22, nearly 4 months have passed since then, with previous monthly disclosures.

According to statistics, as of July 22, a total of 755 game licenses have been issued this year, accounting for 53% of the total issued in 2020.
However, in fact, as of now, the State Administration of Press and Publication has not explicitly stated the suspension of license approvals, and market rumors began with a meeting in September.
On September 8, relevant officials from the Central Propaganda Department, the State Administration of Press and Publication, along with the Central Cyberspace Administration, the Ministry of Culture and Tourism, and other departments, held discussions with key online gaming companies like Tencent, Netease, game account rental and sales platforms, and game live streaming platforms.
The next day, media quoted informed sources as saying that during the discussions, the relevant departments indicated that they had suspended the approval of all new online games.
At that time, an insider from Netease told Yinsihuijing that they had not heard of the suspension of approvals, but control and review were becoming stricter, making it harder for games to pass approval. Single-category games on the market may face quantity restrictions.
In the aforementioned media reports, some employees of gaming companies also mentioned that during this period without new licenses issued, the license submission process continued, but many games that had been submitted for approval were sent back for revising. This may be due to the inclusion of the new anti-addiction policy for minors in online games into the workflow, leading to many games being returned for not meeting the requirements.
Head game companies may benefit.
On August 30 this year, the National Press and Publication Administration issued the 'Notice on Further Strict Management and Effective Prevention of Minors' Addiction to Online Games', requiring strict restrictions on the time for providing online game services to minors.
Zhongtai's research reports believe that due to the stricter approval for game licenses, the gaming industry may face the risk of insufficient content supply in the future. Additionally, under the influence of anti-addiction regulations for minors, the activity levels in games are limited, leading to a decrease in in-game consumer spending.
According to Tencent's third quarterly report, Tencent's domestic game revenue in the third quarter was 33.6 billion yuan, with a year-on-year growth of only 5%. The proportion of revenue from minors in the domestic Tencent market decreased significantly from 4.8% in the same period last year to 1.1%. The proportion of game time by minors in the domestic market also decreased by 5.7 percentage points from 6.4% to 0.7%.
However, Zhongtai Securities also pointed out that leading game companies have slightly higher reserves of game licenses compared to the market average. It is expected that the demand for overseas market expansion in the future will further increase, leading the industry to further concentrate on leading companies.
Through research, Yinshi Finance reporters found that there are a total of 345 game licenses related to Tencent, 209 related to NetEase, 77 related to Perfect World, and 11 related to 37 Interactive Entertainment Network Technology Group.
In addition, after July, products from leading game companies are still in the process of normal launches, including Tencent's 'League of Legends: Wild Rift', 'Naraka: Bladepoint', and NetEase's 'Harry Potter: Magic Awakened', among other games.
Insiders at NetEase mentioned that due to limited game licenses, game companies are now focusing on the 'boutique route', following the example of miHoYo's 'Genshin Impact', placing more emphasis on the quality of individual games.
