The Ministry of Ecology and Environment will carry out three key tasks to promote the implementation of voluntary greenhouse gas reduction projects
$C CARBONNEUTRAL (01372.HK)$ The expansion of support areas in the national voluntary greenhouse gas emissions trading market is an important measure to incentivize a broader range of industries and enterprises to voluntarily reduce emissions. Recently, the Ministry of Ecology and Environment, together with the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Water Resources, the Ministry of Agriculture and Rural Affairs, and the National Energy Administration, released twelve methodologies in areas such as oil and gas field recovery and utilization, check dam carbon sinks, salt marsh and seagrass bed vegetation restoration, agricultural waste resource utilization, renewable energy adoption, energy efficiency improvement, and sulfur hexafluoride emission reduction. The national voluntary greenhouse gas emissions trading market has entered a new phase of rapid development.
To ensure high-quality implementation of these methodologies and transform corporate emission reduction actions into tangible emission reduction benefits, the Ministry of Ecology and Environment will focus on carrying out the following three key tasks next.
First, ensuring foundational services. Enhance the service efficiency of market institutions such as the national voluntary greenhouse gas emissions registration and trading institutions to ensure efficient and smooth operation of project review, registration, and trading processes. Work with the State Administration for Market Regulation to advance the qualification approval of third-party verification and certification agencies to meet the growing demand for services in the market. Collaborate with relevant industry regulators and local governments to actively guide and support related project development, forming a coordinated, top-down work structure.
Second, strengthening capacity building. Organize systematic, multi-level training activities targeting local government departments, project owners, financial institutions, and technical service providers to comprehensively explain the technical requirements of methodologies, project development processes, and emission reduction quantification procedures, enabling “those who want to participate to know how to participate.” Promote standardization and regulation of third-party verification services to provide professional and reliable technical support to the market.
Third, strengthen supervision and management. Establish a three-level regulatory mechanism at the national, provincial, and municipal levels to promote the implementation of 'dual commitment' responsibilities by project owners, as well as approval and verification agencies, ensuring effective oversight of projects and emission reductions. Fully leverage the role of networked monitoring data in regulation and enforcement, utilizing big data, IoT, and other information technology tools to enhance management efficiency.
