Domestic chip prices surge! Hong Kong-listed semiconductor stocks soar across the board
On February 2, the joint artificial intelligence laboratory established by BR Chips Technology (06082.HK), IntelliCloud Services under Shanghai Instrument & Electronics, and StepStellar was officially inaugurated. The joint AI lab actively responds to the national AI development strategy of 'independent control and security reliability,' focusing on technological co-creation, industry expansion, and ecosystem aggregation. It aims to advance the trinity and collaborative innovation model for 'national chips, national models, national applications' as an exemplary industrial application and ecosystem collaboration.

This partnership holds profound significance, marking the transition of BR Chips Technology, IntelliCloud Services, and StepStellar from 'single-point breakthroughs' to a new phase of 'ecosystem co-construction.' In the future, BR Chips Technology will fully provide independently controllable general-purpose GPU computing power support, deeply integrating StepStellar's technical advantages in foundational large models and algorithms, along with IntelliCloud’s infrastructure operation capabilities. This will truly establish an end-to-end, self-reliant closed loop from chips to models, platforms to applications, building a solid foundation for high-quality development in China’s AI industry.
1. Tackling key technical challenges to strengthen independent control foundations
The joint AI lab will integrate premium R&D resources from all three parties, focusing on the core direction of China’s national AI strategy for independent control. It will aim to build core competencies in 'model-chip-system' collaborative optimization. The three parties will actively allocate personnel, computing power, and other R&D resources to jointly tackle key technical challenges in the AI computing industry. Efforts will focus on full domestic AI chip adaptation and testing, chip-model-system collaborative optimization, heterogeneous AI computing cloud platform construction, and more, laying a strong technical foundation for the independent development of China’s AI industry.
2. Deepen implementation in practical scenarios and create industry application benchmarks
The artificial intelligence joint laboratory will develop standard solutions, forming an 'exhibition window' for industry expansion. By focusing on key industry scenarios such as government affairs, finance, education, and energy, the lab will collaborate with ecosystem partners to build end-to-end integrated solutions encompassing 'computing power + models + platforms + applications,' establishing a standardized solution system with industry-wide applicability. Through the practical verification of benchmark clients, quantifiable success cases will be developed, promoting the rapid replication and large-scale expansion of solutions within the industry, enhancing deployment efficiency, and reducing marginal costs.
3. Empower the computing power ecosystem and activate industrial development momentum
The artificial intelligence joint laboratory will serve as an 'aggregation hub,' leveraging tripartite cooperation as the core fulcrum to widely link high-quality industrial resources. On one hand, it will actively engage with open-source technologies in the industry, attracting more universities, research institutes, and industry developers to participate, fostering a vibrant domestic technology ecosystem and lowering the threshold for domestic computing power and large model application development. On the other hand, it will collaborate with more industry ISVs and system integrators to jointly develop and implement additional industry solutions based on the domestic computing power foundation of 'Biren chips + Step large models + Yidian intelligent computing cloud.' Additionally, in areas such as intelligent chips, large model evaluation, chip-model compatibility evaluation, computing power centers, and system software, it will jointly participate in or lead the formulation of group standards and industry standards, enhancing the interoperability and industrial maturity of the domestic AI ecosystem.
On December 18, 2025, Biren Technology, Intelligent Computing Services, and Step Stars officially signed a strategic cooperation agreement, announcing the establishment of the 'Artificial Intelligence Joint Laboratory.' Earlier this year, a thousand-card intelligent computing cluster using Biren Technology's Bilian™ 166 series products was deployed at Shanghai Yidian, providing computing power support for the joint laboratory. On February 2, Intelligent Computing Services, in collaboration with Biren Technology, completed the Day 0 adaptation of Biren Technology's Bilian™ 166 series with Step Stars' newly released Step 3.5 Flash model, laying a solid foundation for subsequent joint technical optimization by the three parties. This collaboration establishes a new paradigm of integrated 'national chips, national models, national use' synergistic development, which will effectively promote the deep integration of artificial intelligence technological innovation and industrial innovation, empowering high-quality economic and social development.
