On March 26, the fifth anniversary of the 'Jinqing Assistance' project for medical insurance poverty prevention by Shuidi in Jinyun County, along with the signing ceremony for Phase II of the strategic cooperation agreement, was grandly held in Jinyun County. Shuidi Company and the Jinyun County Medical Security Bureau officially reached an in-depth strategic cooperation partnership to jointly upgrade the multi-tiered medical security system and solidify the bottom line against poverty in people's livelihoods. Wang Yi, Deputy Secretary of the Jinyun County Party Committee and County Governor, He Qing, Deputy Director of the Lishui City Medical Security Bureau, Qiu Lin, Deputy County Magistrate of Jinyun, and Wang Huayun, Secretary of the Jinyun County Medical Security Bureau and Director, attended the event. Guo Nanyang, Partner and Vice President of Shuidi Company, was invited to attend. Additionally, heads of relevant departments under the Jinyun County government, divisional leaders from various townships (streets), and directors of public hospitals witnessed the signing. He pointed out that people's livelihood is the most important political issue, and medical insurance serves as a crucial bottom-line defense. Five years ago, Jinyun joined hands with Shuidi Company, focusing on the shared goal of 'ensuring that vulnerable groups no longer worry about medical expenses and making the best use of medical insurance funds.' They innovatively explored new approaches to prevent poverty through medical insurance, giving rise to the 'Jinqing Assistance' project. The launch of this second phase of cooperation represents a renewed effort at a higher starting point. The Jinyun County Party Committee and County Government will, as always, provide strong support and services to ensure the smooth implementation of the cooperative projects. We believe that 'Jinqing Assistance' will achieve even greater success, generate more replicable and scalable 'Jinyun experiences,' and set exemplary effects on a broader scale.
He Qing, Deputy Director of the Lishui Medical Security Bureau, expressed high praise for the five-year efforts and achievements of the 'Jinqing Help' project. He noted that Jinyun County has adhered to a pioneering and innovative reform spirit, boldly exploring and piloting initiatives that have enabled the 'Jinqing Help' project to take root and flourish. Building on basic medical insurance, critical illness insurance, medical assistance, and the Zhejiang Lifeline Insurance (Zhe Li Bao), Jinyun has established a robust and reliable health protection network for its residents, providing valuable grassroots practical experience for poverty prevention in medical insurance. It is anticipated that the 'Jinqing Help' project will continue to progress steadily and achieve further success, offering even stronger health security for the broader population of Jinyun and injecting new momentum into the high-quality development of medical insurance.

Guo Nanyang, Partner and Vice President of Waterdrop Company, shared insights at the event regarding the company's practical experiences in participating in multi-level healthcare systems. He mentioned that as one of the first personal online fundraising platforms designated by the Ministry of Civil Affairs, Waterdrop Fundraising has helped 3.68 million patients facing severe illnesses nationwide raise 72.3 billion yuan in charitable donations, receiving widespread support from 490 million compassionate individuals. Focusing locally on Lishui, the platform has assisted over 6,200 critically ill patients in raising nearly 150 million yuan in aid funds. Within Jinyun County alone, it has provided fundraising support to more than 1,400 affected individuals, with total aid exceeding 31 million yuan, contributing professional social forces to enhance the quality construction of local multi-level medical security systems.
It is reported that 'Jinqing Help' is a medical poverty alleviation initiative jointly launched by Waterdrop Company and the Jinyun Medical Insurance Bureau in 2021. At its core, the program leverages technological empowerment and government-community collaboration to address industry challenges such as precise identification of critical illness relief needs, supply-demand connectivity, and resource allocation. It has built an integrated comprehensive assistance service platform, establishing a county-level model for proactive prevention, early warning systems, and collaborative support. As of December 31, 2025, the initiative had provided assistance to 724 vulnerable individuals, disbursing 16.2428 million yuan in special aid funds, including 14.0465 million yuan raised through Waterdrop’s charitable channels, significantly easing the financial burden of medical treatment for families affected by severe illnesses. Additionally, 'Jinqing Help' has been recognized with provincial awards for best reform practices, won third prize in the National Medical Insurance Administration's Smart Competition, and was successfully selected as a global exemplary case of poverty reduction.
In the future, Waterdrop Company will continue to deepen its resource investment, technology empowerment, and service commitment, comprehensively supporting Jinyun in optimizing and upgrading its multi-level medical security system.
